East Africa remains a mixed-risk operating environment. Kenya, Uganda and Tanzania retain comparatively resilient institutions, while conflict and humanitarian pressure transmit across borders through displacement, trade disruption and funding demand.

The most probable six-month effects are localised movement disruption, pressure on refugee-hosting services and short-notice restrictions around political mobilisation. Overall confidence is MODERATE.

CONFIRMED

OCHA[3]’s April 2026 Eastern Africa Humanitarian Snapshot estimated 53.2 million people needed assistance. WFP[11] and UNHCR stated in August that more than 650,000 refugees and asylum seekers in South Sudan risked losing further essential assistance because of funding shortfalls. These are regional need figures, not INGO[9] ADVISORY programme results.
