The lethality per operation is higher; the operational tempo is more selective.

Refresh threat assessments, update executive protection protocols for Somalia-facing travel, run targeted-attack tabletop exercises with security and leadership teams, and treat the group as a regional business-risk actor, not just a Somali counter-terrorism problem.
