Executive summary

Cairo, Casablanca, Rabat, Tunis and Algiers are low-threat destinations for business travel; the operational risk lies in documentation, regulated activity and border-zone restrictions rather than violence.

Detention for photography near sensitive installations, unapproved drone use, or research activity without permits is the most common serious problem experienced by visiting professionals.

Libya sits in a different tier entirely and should never be added to a regional itinerary without a dedicated security package and executive-level approval.

Documentation and conduct

Match the visa to the activity. Business meetings, research, filming and technical work often require distinct authorisations, and the consequence of a mismatch falls on the traveller at the airport, not on the organisation later.

Brief explicitly on photography, drones, mapping applications and interviews. What is unremarkable elsewhere is a security offence here, and goodwill does not resolve it quickly.

Movement and accommodation

Use pre-arranged, vetted transport for airport transfers and inter-city movement; avoid night driving on desert and inter-city routes.

International-standard hotels in the capitals provide adequate security. Confirm evacuation routes and, in coastal resort areas, be aware that perimeter security is often lighter than it appears.

Regional exceptions

Sinai (Egypt): permit-controlled with a residual militant threat; travel only with authorisation and a specific security plan.

Southern Algeria and border zones with Mali, Niger and Libya: high threat, restricted access and effectively unsupported for civilian travel.

Libya: armed group clashes can close Tripoli's airport and main routes with little warning; entry requires a dedicated provider, a shelter plan and a funded extraction option.

Key findings

  • Entry and residency documentation errors cause more disruption than any security threat in the region; verify visa category against the actual purpose of travel.
  • Desert, border and military-adjacent areas are permit-controlled across the region; independent travel into them is a reliable route to detention.
  • Protest activity is generally policed firmly and quickly; the traveller control is simple avoidance and route change, not observation.
  • Road traffic risk is significant, particularly on inter-city routes and at night; use vetted drivers rather than self-drive.
  • Cross-border land movement between states in the region is frequently restricted or closed at short notice; never plan an itinerary that depends on it.

We assess with high confidence that routine business travel to the region's capitals carries low security risk through 2027.

We assess with moderate confidence that regulatory and documentation issues will remain the leading cause of serious traveller disruption.

Any itinerary including Libya, southern Algeria or Egypt's Sinai should be treated as a separate high-risk operation with its own plan.
