Executive summary
Reported piracy incidents in the Gulf of Guinea remain far below the 2020 peak, but the capability that produced that peak has not been dismantled, it has been suppressed by naval presence and displaced into port-side crime and fraud.
Crew kidnap remains the highest-consequence maritime scenario in the region: attacks occur well offshore, target crew rather than cargo, and end in inland negotiation.
For most operators the recurring cost is not piracy at all but theft during anchorage waits, documentation fraud, and delay-driven demurrage at congested terminals.

Threat profile
The standing template for a serious incident: fast approach by a skiff mother-ship combination, boarding at night at distance from shore, selective removal of crew, and withdrawal inland. Hardening measures, citadel, razor wire, water cannon, watchkeeping discipline, remain the controls that actually determine outcomes.
Port and anchorage crime is opportunistic and frequent: theft of stores and equipment, fuel theft with crew complicity, and stowaways boarding during cargo operations.

Operator controls
Register and report through the regional reporting structures; incident data is the basis on which naval tasking is prioritised, and non-reporting degrades everyone's picture.
Anchorage management matters more than transit routing for most calls: minimise waiting time, keep engines available, maintain lighting and watch rotation, and treat the anchorage as a threat environment rather than a rest period.

Onshore linkage
Maritime risk in the Gulf of Guinea is an onshore governance problem expressed at sea. Delta-area criminality, oil theft economics and youth unemployment supply the personnel and the safe havens.
Port-side corruption and clearance delay create the conditions in which theft and fraud are normalised; anti-bribery compliance and maritime security policy should be written as one document, not two.

Escalation: cluster of kidnap incidents within a single quarter; attacks beyond two hundred nautical miles; reduction of regional naval deployments; renewed militancy in the Niger Delta; insurance war-risk repricing for the Nigerian exclusive economic zone.
De-escalation: sustained quarters without crew kidnap; prosecutions under regional piracy legislation; improved anchorage security at Lomé, Cotonou and Douala; measurable reduction in oil theft volumes.

Key findings
- Attack geography follows enforcement: as Nigerian and partner patrols concentrate, incidents migrate towards the Togo, Benin and Cameroon anchorages and further offshore.
- Kidnap operations require boarding capability, inland safehousing and a negotiation channel; the persistence of those networks onshore is the reason risk remains structurally elevated.
- Anchorage theft, fuel siphoning and stowaway incidents are chronically under-reported because reporting creates delay and insurance friction.
- Cargo documentation fraud and bill-of-lading manipulation cause more financial loss for regional traders than armed attack does.
- Illegal, unreported and unregulated fishing sustains a maritime informal economy that also carries smuggling and armed activity.
Analyst assessment
We assess with moderate confidence that reported incident levels will remain below peak through 2027, contingent on continued naval presence and Nigerian domestic stability.
We assess with high confidence that residual kidnap capability will persist, and that a small number of high-consequence incidents per year remains the realistic planning baseline.
Operators treating low reported statistics as low risk are mispricing exposure; suppression is not eradication.
